State Ethics 101

Welcome

Welcome to State Ethics 101! Our goal for this class is to give you a working understanding of the Washington State Ethics Law, Ethics in Public Service Act, and the standards of conduct to which all state employees are held accountable.

Common sense and a gut-check may be sufficient to keep us from doing things other may consider unethical or which violate societal standards of ethical behavior, but that is different than the State ethics laws we must also comply with as state employees.  State ethics laws speak to very specific actions and activities which our positions preclude us from participating in.

It is not only about what is legal but also what is right for the state citizenry as a whole. Washington State Employees have a duty to function for the people of this state. This means that the public’s interest is always the first and foremost consideration.

State ethics law is overseen by the State Executive Ethics Board, whose mission is, “To promote integrity, confidence and public trust in state government through education, interpretation and enforcement of the Ethics in Public Service Act.”  Regular review of state ethics law is a requirement of all state agencies and their employees.

This training will tie together the Ethics in Public Service Act (RCW 42.52). It will also cover applicable Edmonds Community College policies and scenarios as presented by the Vice President of Human Resources, Mark Cassidy. 

Purpose

This training’s purpose is to:

  1. help Edmonds Community College employees understand the code of conduct they are required by state law to follow;

  2. give an overview of the rules, what is allowable, what is prohibited, and where you can have your questions answered; and

  3. help employees practice making good ethical choices through scenario questions and answers.
